You use the mouse in order to click on the pipes and rotate them, as you have to connect them all to form a singe pipe from the tap to the exhaust. You have to do it in as few moves as possible, because the fewer the moves the more the points you get in return are going to be. Also, don't forget about the time, as each level has to be done before the time granted for that runs out on you.
